Why is the "multiply by 7" rule wrong?

A 1-year-old dog is sexually mature and roughly equivalent to a 15-year-old human -- not a 7-year-old. Dogs age rapidly in their first two years, then the rate slows. Breed size also matters: large breeds age faster than small breeds after year 2.

When is a dog considered "senior"?
